When we get a new member, can we direct them to post on a specific thread?

That's similar to the request you asked for showing them a welcome message. If somebody makes a mod to redirect at the point of registration/sign in to a specific place, then it'd be just as easy to redirect them to /b-1.0/v-post/ for example. Which would show them the post area for the specified thread.
Post a request for such a mod and someone might offer their time, but mods take a long time and right now, unfortunately, i don't have much spare. :)

What are you trying to accomplish by doing that? If you are trying to give them some general type of information you can use the scrolling news board for it.
