It is, but it's open-source so that should make some things easier.
I can't say I'm the best Perl programmer, just getting back into it since high school (approx 7 years ago). But you should open up an area on your server for a select few people to post their versions.

Just wait until you get to work and won't have any time at all :). You either have to really love to do it, or have to do it full time to find the time. The SQL Version should be the priority though. The flat-file version is developed up enough, but the SQL version has a lot greater potential because of how Databases interact with server cache and the ease of querying them to generate statistics and reports.
This is not to say you should not offer a flat-file version, because this idea is brilliant for all those people that don't know how to use/operate a database; however, it does mean having that SQL version is essential.
