I have just installed E Blah but in the near future (like next week, I hope) I will be changing the domain name.
Is it possible to copy and paste the old eblah folder into the public_html or do I need to download and start with a new forum for the new domain name?

You shouldn't have to start a new forum for your new domain name. Just edit Settings.pl to reflect your new domain name. Replace where it says http://www.olddomain.com with your new domain. Also, you should be fine leaving your E-Blah folder where it is unless you're changing servers.
