Could someone please tell me how or where I can find instructions as to where I can make someone a moderator? I see how to make them an admin but no clue where to make them a mod?

The inbuilt Moderator group is for internal functions so you will need to create yourself a new group called Moderators.

Choose what functions you want them to be able to carryout and then add your members to it.
