Does anyone know why when you go into a thread you get in IE the tab displays the website and #num8 for example

The hash will take you to a specific DIV ID within the code..

So normally, if a webpage has a unique ID on a div, you can name the div after the URL following a hash, to take a user to a specific part of the page.
