No it isn't.

The news template is the template used when scrolling news is enabled.
If you have scrolling news enabled in your settings you can edit the news template, changing it's display style and content.

I have noticed that with scrolling news on my site; its a lot slower and requires the page to be refreshed constantly.  Is this normal?

And when you say "it requires the page to be refreshed constantly" to do what?
