We had an unfortunate incidence on our forum and Kel and I would like to remove only the delete threads option for the moderators....However, that option is bundled up with functions we still want the moderators to do, like lock, move, split, and merge. Is there a way to make it so only the deleting option is something they can not do???

Not really any way of allowing them to still split and move, but not allow them to delete...

The code could be edited to stop them being allowed to delete I presume, but that would be global for all moderators and it would be permanent... I've not even looked into how easy or otherwise that mod would be...

What was the problem? Generally, if a moderator is trusted enough to be a moderator and split, merge threads, they'd be trusted enough to delete sensibly?

A moderator said something inappropriate and deleted it. However, other's saw and were upset. It's a tricky situation since we all say something we regret and this is someone who has been moderating for over 10 years.

Is there a way to limit their moderators duties to just their own forum and not across the board. This incident happened on someone else's forum, not their own.

You can specify moderators are only moderators of certain boards yes.

In the boards and categories section. You can select which member groups are moderators of which boards.
