Rebuilding boards, or member list simply checks the actual thread/member files against the quicker accessed "index" files.

Rather than the forum checking all the files all the time, it simply builds an index file containing information about all the other files. This can become outdated and incorrect with splits, merges, deletions etc... so rebuilding fixes this.  
Your forum should never break if this isn't done, but I'd do it once every couple months or so...
