Is mod_rewrite enabled/installed on your server? I would imagine so.

Also is your /forum directory in your HTML directory set to 755?

One problem I had was I accidentally had an overwriting .htaccess in my main HTML directory.

You have to have root access to your server. I would just search it http://www.google.com/search?q=install+mod_rewrite

If you don't have root access then you may have to contact your server administrator.

Do you mind posting the .htaccess in your forums folder and the code in the Blah.pl that you're supposed to change?

Also remember to create a folder in your HTML directory named forum with the .htaccess in it and not in your cgi-bin directory.

I know we talked in private messages but I'll explain here for others to read why this didn't work on your forums.

Your server appeared to be using IIS, a Windows Web Server. It does not recognize Apache mods and in my experience, don't even parse an .htaccess file.

Correct. Windows IIS doesn't support Mod_rewrite, it's an Apache module. Unless you need things like coldfusion or asp, there's no need what so ever, to ever use a windows server. Servers are just one thing that Linux does better. If your on a hosting providers servers, You can usually switch between Windows and Linux. Sometimes for a fee.. If it's your server, install apache, on linux or windows. You can use mod_rewrite then.
