Eblah 10.3.6 upwards uses a new keyword generating system which is dynamically added and displayed for each thread.

Using this code.
Code
<meta name="keywords" content="<blah v="$threadtags">"/>

But that leaves the forum index (home) and untagged threads with no keywords. I've changed mine to
Code
<meta name="keywords" content="<blah v="$threadtags">,HTML, PHP, PSD, CSS"/>

So now the auto generated keywords are still added, in front, but for areas with no keywords, they'll now have at least some defaults.

It's also worth adding this code which didn't previously exist, to add a description to the metas also.
It would be better to take a snippet of the actual thread, but it would have to only be 120 chars or less and contain no media which is quite complex, unless Justin wants to work on that?

Anyway, I added this
Code
<meta name="description" content="<blah v="$title">"/>

Which will show the thread title in the meta description. Better than nothing? Maybe...

Feel free to check it out. Either post on my forum, then check the source to see how your words have been reproduced into the meta keywords, or just view source of an existing thread, you'll see the keywords and the thread title in the meta tags.

template.html in your template folder.

It's advisable to only add 2 to 4 of the very most important ones. As E-Blah will add it's own from threads if auto tagging is enabled and ideally, you want to keep the total number of keywords less than ten.
