Does anyone know if there is an auto-PM function? Or knows how to write one and is willing?

We're looking for a way to automatically PM all new users who register (while the auto-PM is set to "true" in an options somewhere, don't want it always on, may change our minds) with a message from the Administrators? We're really wanting to PM everyone a link and message to the rules we create so that they follow them more accurately, and post things in the correct sections. Singers-in-the-making can be brainless and don't care really so long as they find help. We figured this can cut down on our need to move posts around.

Any ideas?
