Non admins are not able to watch boards and receive notifications.  

It shows up in their settings that they are watching the board, but if you go to the actual board the envelope that is normally there across from the the thread name isn't there.

Anyone have any ideas?

Sorry to bump an old thread, but our E-Blah board has the same problem.  Neither admins notr users get emails when they "Watch Boards".  The admins have tested the obvious (email is working, everyone can subscribe to individual threads, etc.)
