I'd like to rearrange one of the tables on my forum and am unsure where to go to do that. The css file or html file? Somewhere else?

Here is what I want to do. I want the news box to be under the menu buttons, so it needs to be moved above the news flash mod. Simple enough, if I knew where to do that. At least I think it would be simple.
