Unzip and upload to your Mods folder in ASCII
Make a backup of Admin2.pl and Register.pl
Test install and if OK install it.

Let me know if there are any problems.

Ok When I test installed it a tried to click the register button I got this.

Software error:

That's has nothing to do with the mod, did you turn on Human Verification by any chance? This is the error you get if the Security module isn'rt installed on your hosts server.
