Hi basic question I am having trouble finding how to promote members to moderator or new user category that I have made with almost admin rights.
Previously I have just gone to the individual board and entered the username under moderator and that worked, now it isn't and what I really wanted to do was promote a  member to the new user group and for that to apply on all my boards, rather than have to go through each board to do it.
Any easy way?

Under the member's member panel, there should be a category under the links on the left called Administrator Settings. Click on the link with the text "Administrator Settings". You may have to verify your password depending on your forum version. Then you can select the member group(s) under Security Settings that you would like your member to be. In order for the group to show up in the list, you need to check the checkbox where it says "Show as part of the team?" in the specified member group in the Member Groups area of the Admin Panel.

Even if your idea seems whack, stick with it and make it happen.
