I've added preliminary back-end support for a new feature called "Administrator Control Lists".

However, I'm not sure if anyone needs this feature.  I do not want to spend the time creating it if no one wants or needs it.

I've attached a VERY rough draft of the front end support for the feature.  Evaluate it and let me know, by voting and commenting, if you need it and how you will use the feature if added.  

On another note, I've done several things to the forum today.  Go grab yourself a copy of the nightly!

Another new thing, when creating a new thread the page title will change when the subject is changed -- let me know if this is too much or should be changed/scrapped.  I just thought of the idea and thought it might be nice.

I don't get what this is Justin...sorry.  It looks like you can give a user access to certain admin features but not others...is this correct?
