I've noticed that on these forums the url path is site.com/forum while most forums I see that use E-Blah have site.com/cgi-bin/forum/Blah.pl .This may be a simple question but how do you make the url path site.com/forum?

Move the forum outside of the cgi-bin works most of the time.  I am using mod_rewrite here though.
