Windows installation.

Now I have it installed and have created some new groups for testing purposes. Now when I try to access the groups I a CGI Error - The specified CGI application misbehaved by not returning a complete set of HTTP headers. The URL when the error happens "http://143.61.2.113:9999/cgi-bin/Blah.pl?b-ci/". This happens when trying to access the default group "General Discussion" as well. Also I tried to enable logging and it doesn't save. So logging isn't helping at this point.

Any suggestions?

I figured out the problem. It appears that even know I updated the security settings to allow "writes" to the directories defined in the documentation. In windows, that doesn't automatically replicate to all the sub-directories. You have to flip a switch in the advance settings. After it replicates to all the sub-dir. I can now write to all the required files. It now saves preferences.
