I am the administrator of a forum and want to make a member a moderator.  What permissions will this give them and can i teilor the permissions?

They get all the "Moderator" features that is listed at the bottom of all the messages.

You can change the permissions by making global moderators by making a new member group that can only do what you want them to do, and then assigning members to that group.
