Hey Justin,

I really feel bad about digging this up again... but its a feature that I rely on so naturally, i notice if its not working..  

It looks like at this point, the "E-mail Members on new threads?" function is not working.  You made a working fix for v 9.71 a few months ago.  I should point out that all other notifications are working.  (i.e. reply, pm, new member, registration notifications etc etc)

I'm assuming that with all of the code changes, this fix will not be applicable to v10
