Is there a theme making guide out there? Even somthing not created specifically for eblah?

I wish to add an image to the top of my page and make it a link to anoteher site. I also would like to add a button along the top row to take it to another site. Plus, the theme I am using does not format the admin page. How do I change that, I have another theme, blue_baby from the blahdocs website and I woud like to copy the formatting from it.

There's currently no guide as to how to make them.

The default .css file is the basic template color scheme and such.

The HTML is all in the HTML template and it controls where everything goes.
