noticed something else...when i try and give a shout it says guests are not allowed to shout and that i need to log in even though im logged in as an admin and i put the admin password in the config.php file.  two errors are still there but not sure if this helps you in any way.

Your host has restrictions in place, you need to send the error messages to them and ask that PHP support is enabled.

The reason you can't post is because the login is authenticated in the Members folder but again this is being restricted by your host.

With my hosts I have direct access to my virtual server settings via a webpage and it's called cpanel or cpanelx, in fact there are a few but all give direct access. You probably have it, it's where you can go in and setup your email etc.

I think it is probably just that Safe Mode is turned on.

In order to run a safe shop, we have a number of restrictions on PHP; but there are always work-arounds.  

In this case, it says you can't open something in /cgi-bin from within /httpdocs.  That's not easily fixed, since cgi-bin actually lives outside the webroot.

Looking at the code in PHPShout, it should be simple to simply copy the theme files over into a folder under the webroot.  
I am a little worried about the next line, the $datpath, which points to a Members folder, again in cgi-bin.  Is this intended to be a list of current members?  Which would mean a static copy would not work well.

The issue you're running into here is the relatively unusual practice of mixing
Perl with PHP.  Each of these scripting technologies have a set of security
restrictions to prevent exploits.  When you combine both sets of restrictions
you get difficult situations.

In this case, the PHP code is prevented by access rules ("open_basedir restriction")
from accessing info outside the web root.  And the cgi-bin directory where
Perl cgi scripts go is specifically set up outside the web root for
similar security reasons.

Not very helpful, this will be the first site that it hasn't worked on and there is well over 100 installations.

There is a way around it but not sure if you would want to go that far, it would mean moving your /Blah folder out of cgi-bin into httpdocs.

The whole /Blah folder would need to be moved and then the $realurl changed to reflect the new path.

You can always run a test, download the entire /Blah folder to you pc then reupload but upload it to /httpdocs instead of cgi-bin.

Change the $realurl and chmod Settings.pl to 666 and chmod Blah.pl to 755

Then access http://www.minutemanmasters.com/Blah/Blah.pl

instead of http://www.minutemanmasters.com/cgi-bin/Blah/Blah.pl

You will also have to disable the redirect from http://www.minutemanmasters.com
