Ya instalé la versión 2,9 de eblah, por lo del paquete de traducción al Español.
Pero al ejecutar Settings.pl tengo este error:

CGIWrap Error: Script Execution Failed
CGIWrap encountered an error while attempting to execute this script:

Error Message: Exec format error
Error Number: 8
This message usually indicates there is a problem with the script itself. The owner of the script needs to check the #! line for correctness.

Si puedo ejecutar Blah.pl, pero no puedo configurarlo.

Hola, intenta subir de nuevo Settings.pl en modo ASCII y asignarle permisos chmod 777. Además, asegúrate que la ruta de perl en tu archivo Blah.pl al comienzo del script es correcta. Normalmente sería así:

#!/usr/bin/perl --

pon esas dos rayas al final de la línea.
