ok, this one is strange,  first off the server is apache 1.3.6 with Unix, Perl is 5
everything about the board works, even the upload feature, however, no one can download the uploaded content or view it.  Now i found out that no matter how much permissions you set under the cgi-bin directory, only scripts can run, if a user tries to view the picture, the server will return an error that accees is denied.  This is an automatic feature.  So my Uploads directory has to exist outside of the cgi-bin.  i can get the posts to point to the right directory which is under my root http://www.mysite.com/Uploads (using this setting for upload URL : /Uploads), however i cannot get the uploads to that directory (i have used the folowing settings for Upload Dir with no luck : ./Uploads, /Uploads, ../Uploads)  Any ideas?

lol... i answered my own question after playing around for four hours, and the answer is simple.  Instead of entering the relative path, all you need to do is replace it with the server path, i.e. /home/sites/www.whatever.com/web/[directory]

hehe, yep. The cgi-bin disallowes that type of access.
